Argus Bureau, I Raleigh. March 15, 1895. J The crowning disgrace of a icrrap-eful leeislature is the ap pointment of a committee, and such a committee, to investigate the charges made by Mrs. P. D. 13. Arrington against many law yers and public men. The com mittee is composed of Campbell, the Legislature's fool, Uryan, of Chatham, and Phillips, of Pitt. Phillips is the only one in the crowd that has a ray of intelli gence. Bryan is the man who tried to sneak through, a bill to take away the University's ap propriation, and Campbell needs no mention. ' His only qualifica tion for any office is a set of false teelfrrLast evening two of the committee were very drunk. It is doubtful when they-will get away, as they draw their per diems still and may hold on in definitely. ' v The troubles" of tl e Seaboard Air Line,, of which I informed you some days ago, are getting serious. Now a strike is talked over by the engineers. They have even prepared for a strike. The action is brought on by a proposed reduction in the wages of the engineers aad the minute it is done they will, very prob ably, all step out Their broth erhood is a strong association and they will make a hard fight when the cut in wages comes. The wood working shops of the lTalelgh and Gaston railroad which were recently moved .from here to Portsmouth have been ordered removed back here. It is the policy of the S. A. L. to establish other shops and . have each road of the system do it. . The speakers at the centennial commencement exercises in Chanel Hill have been selected. They are Hon. A. M. Waddell, of Wilmington, and A. u. Ji-iier. 01 Winston. Mr. , Waddell will sneak on the old University, Mr. Eller on the new. The exercises will be of more interest and a larger number of people wil be in attendance than has ever before been the case. , At Millbrook, in Wake county, there has appeared three repre sentatives of a sect very similar, if not the same, as Mormons. They have been speaking among the more ignorant classes and have made some converts.' Feel ing in the country is strong against them and they will be run out of the county. This morning a market man, greatly pleased- with the pay ment of a bill by a customer, sent for her in a carriage and publicly presented her with a chair. - The racket about bills being stolen from the legislature ;is still beJnt? talked about I in formed you from time to time of bills that had been stolen; now it is claimed that this stealing was -wholesale; that the journal even was tampered witn. bpeait er Walser didn't waste much time in getting out of Raleigh. Had he stayed here ,he would Lava had an unpleasant time. The people were disgusted with him and hiswavofdoineJustice." The wnv he crawled back in his chair after he had insulted Ray, and immediately apologized for doin? so 'was more than amus- iner. It was dissrustinsr. Mr. OVJ. Carroll has been se lected by tke Monumental Asso- ciation as chxel marsnai at ine un veiling of the monument on May 20th. The inscrintions on the monu merit, are betai? cut They will be "To Our Confederate Dead," and "First at Bethel, Last at Appomatox." The whole monu ment is to be polished highly. . When an incoming train came in to-day it brought with it a buzzard, impaled on" a brass rod that projects in front of the en gine. The buzzard wa3 struck while flying across the track. The hinnt md was driven nearly its hodv and it didn't fail nff 11 n til it reached Raleigh, . i io aiier naving uvcu cat.icv. miles. ATTACK ON THE ALUANCA. A Statement Under Oath ol all the Facta bjr-Capt. Crossmaa Called For bjr the Stata. Departraeat. New York. March 14. Cant Crbssman, of the Allianca, which was fired on by a bpanish gun boat near the eastern toint of Cuba while on her last trip from Colon, has received the following letter from the Department of Bute:' To Capt. James Grossman, wander of the Allianca : Sir: I have received Com- your date, letter of March, without but which reached the depart ment to-day. March 13th. which reports the circumstances under which the above named steam ship on her homeward voyage from Colon, Columbia, to. new York, off the north Cuban coast on the 8th instant, was fired upon by a epanisn gun-ooat. The department desires to re ceive from you a statement of the facts in the forms of an affi davit accompanied,, it possible, bv a sketch chart showing the course ef the Allianca in passing (jape Aiaysi ana tne distance oi vessel from the nearest point of the island of Cuba. The affidavit should be explicit upon these two points. "Awaiting such, I am w Your obedient, Edwin F. Uhl, . Acting Secretary." ' Capt Crossman said that he would send a chart to the State Department showing where the attack occured. It was in lati tude 20,10 north, longitude 7s.l5 west He said he knew his ves sel was at leastr four miles ( off Cane Mavsi. which is the east ernmost point of Cuba. He con tinued:. . . " "The man-pf -war which attack ed us was . broad off our port quarter. I will say right here, and this is a statement which I have not made before, that had the man-of-war signaled us .yrlth the international code I would have stopped immediately. She raised no such signals, however. Her fire was practically a com mand, and I am not -a man to take orders from anybody except my superior officers." A little more m regard to tne identity of the Spanish man-of-war was learned this morning. Capt 'Crossman said that he could plainly see that she naa a copper bottom., in the opinion oi expe rienced seamen this indicates that she must ha e been a wooden hulled ship, as copper bottoms are," as a general rule, used only on wooden ships. If that be so, the Alianca's assailant was evi dently one of Spain's old ships, fnr Knain has not built a WOOUen a r ship within tne last ten years. The State DeDartment should, therefore, the maritime circle thinks, have little difficluty in disrtn veriner the identity of the man-of-war. THB BJEVKMDB ACT. The Rata of Taxation Increased Cents on Krery 9100. Four a a finallv adonted the Revenue Act makes the State tax 24 cents instead of 22cents.as fixed by the last General Assembly. The ohnnl tar is 18 cents: it was 16 cents In 1893-'94. The pension tax is 31 cents, the same as heretofore. - The total Is 45 cents on everv f 100 value of real and nersonaL. nroDertv m tne State. It was 41 cents In 1892 Q1 and 43 cents in 1891-'92. Expenditures for the next two vears are estimated at $995,000, nr Rome t75.000 more than for 1893-'94. This includes not only unnrrmriations made by tne uen eral Assembly, but the expenses nf State officers. Judares ana tne 1 30.000 interest on the State Heht. . The receints on the f 262, 000.000 of property aro figured at f75,000, but it is benevea inat the new assessment will snow a depreciation in value of 20 or 25 ner cent This will bring the receints on Droneriy aown u r - - . . .... j - 4 - f730.000. Included in this is the fl80,000 in the State treasury. This depreciation will, it is be lieve.fl. make the amount for the Kr.hool tax. and the general tax about the same'as heretofore not withstanding the increased rate. Nncs t Observer.
